Walkthrough
Indifferent faction is sufficient to receive the reward for this quest. You may use charm, or have an enchanter charm Shazda for you (however, the faction hits will be omitted in that case). An Iksar monk at lvl 40 can do this quest by sneaking behind the quest giver and handing them the heads to get that juicy monk bracer very easily. The kerrans do not agro if you over level them.
After you complete the First Test of Kejaar, you will then be told to to kill their most hated foe, Sentinel Creot (approx level 10, possibly higher), a roaming guard in Tox Forest. If you kill him and return his head you will become a full Sejah warrior, and receive the reward of a Sejah Ghulam Bracer.
Sentinel Creot wanders but can located along the shore of Toxxulia Forest between the Wizard Hut and the Western Dock. He is a level 10 paladin on Erudin's guards faction. (Warning: Pretty heavy Eurdin faction hit.)
Attack and lay Sentinel Creot to waste.

Sentinel Creot spawns just outside the structure in Northwest Toxxulia Forest, then roams South towards the dock. It is a level 10 Paladin

Legends Changes
In Legends, this quest was retooled to be part of the new Kerran experience. Sentinel Creot's level was adjusted from 30 to 10. At the same time, the faction hits were made significantly higher, possibly related to Legend's general faster faction growth.
