The main functional consideration with this choice is that you will only be able to choose from the classes available to that race as your primary class. One secondary consideration is that the "Evil" races have a somewhat harder time traveling around, as some of the major connection points are in cities generally hostile to Evil races, especially with regard to the boats between continents. However, given that all of your classes will level up to level 10 simultaneously (more below), everyone will quickly have the option to use Illusions to temporarily change their race. Unlocking Primary Classes
Unlocking Primary classes both enables you to change your existing Primary class, as well as makes them available to choose from for any race (e.g., unlocking Shaman as a Primary class would allow you to choose it as a Dark Elf, Gnome, etc). You will be able to unlock one additional primary class for free after reaching level 50 for the first time. Thereafter, each class can be unlocked by completing an Achievement related to that class, which is generally gathering the Plane of Sky Quest items for that class, and thus requires a character capable of doing end-game content. You can view the Achievements in the Achievements window under "Unbound Potential" and within the Class subsection. You may also view the requirements for unlocking other Races and Deities in this same window.

Unlocking Races
Races can be unlocked by completing their respective achievement in the Races subsection of Untapped Potential achievements.
Each race will have a list of factions that you will need to get maximum faction with to unlock the race. They are usually the town guards, merchants, and one of the class factions. You are automatically granted the achievement if you start as that race and you can use Race Unlock Tokens (not yet implemented) to bypass them.
The achievements work by checking your completion of the faction specific achievements that can be found in EverQuest > Progression in the achievement menu. You gain these achievements by achieving +2000 personal faction with the associated faction.
You do not need all the factions maxed at the same time to unlock the achievement.
