This item may be for sale on potion vendors -- it is limited in supply: quantity available 2 until server restart or vendor respawn (they are available on merchants when you create a private instance). EQ Live servers indicate there are vendors in much later expansions with unlimited supply of these potions. Presumably, it is listed as a quest item currently because it is available through the casino on Live and was not patched out for Legends.
Tried two different vendors (Freeport & Neriak) none had the potion in the public instance, but all four had it when I generated a private instance. Price at 135 CHA and ally rating was 1,209pp. Plan accordingly.
