Lothieder Fe`Dhar is located beyond the giant staircase section.

Lothieder Fe`Dhar says 'Greetings to you. I seek those who call themselves enchanters. Are you what I seek?'

You say, 'I am an enchanter'

Lothieder Fe`Dhar says 'I thought so. I have several tasks for you accomplish [sic]. Once you have completed them I will have a cap, a robe, sleeves, wristbands, gloves, leggings and boots to reward you with.'

Gems are dropped off various NPCs in Velketor's Labyrinth, Siren's Grotto, Cobalt Scar and The Wakening Land. Tattered silk armor is dropped randomly in the Halls of Testing inside the Temple of Veeshan.

Bring the three gems and armor piece back and in exchange, you'll receive your reward, experience and faction.

Your faction with Claws of Veeshan got better.
Your faction with Yelinak got better.
Your faction with Kromzek got worse.

You gain experience!!
