After receiving your Bonethunder Staff, Runethar Hamest tells you to go to Kasine Paegra to recharge your (non rechargeable) staff.
You say, 'Will you please enchant bonethunder?'
Kasine Paegra says, 'I am ordered to only enchant the spell when I have both Bonethunder and 500 gold coins.'
Upon turning in your staff and 500gp:
Kasine Paegra says, 'The Rainkeeper has bestowed this weapon with power once more. Take it and defend our temple.'
You will find yourself holding the same staff and 500 less gold coins.
