Description
This guy spawns in Ocean of Tears on isle number 9, the same island that the Oracle of Karnon is on. This goblin spawns in the tent by the big stone monument. He still has a placeholder in Everquest Legends, but he seems to be a much more common spawn than his place holder (an island goblin headhunter). His spawn time is 6 minutes. The other lower level goblins around the island have about a 2 minute spawn time.
Seems to always drop a minimum of one of the quest items - but he can drop more than one per kill.
