Description

This vendor sits inside the tower on top of the island between the Seafury Cyclops and the Erolossi Sisters.

NPC does indeed exist on Green, and seems to be the best way to obtain Level 16 and 20 Mage pets- since Research of level 16 pets at level 16 seems to be impossible or at least improbable.
