Description
None of the drakes in the area (including Rharzar) are social with one another, so it's perfectly safe to pull past or even fight beside another drake. There is also a pair of wandering An Ebon Drake that path nearby the A Basalt Drake's spawn point, and they too can be easily picked off at leisure if one has the spare mana.
(Epic quest information - not relevant to current Everquest Legends)
Rharzar's PH is "a drake" and it roams right in front of the A Basalt Drake spawn point. If "a drake" is up, you may want to avoid killing it to avoid spawning Rharzar.
In older versions of Everquest, there was a static spawn at (-1280,740); however, this location is now part of the Froglok starting area and is a guard post now.
