In the SW Tower in the Estate of Unrest on the 3rd floor. 55 minute respawn with placeholders. Is in the room at the very top with the stockades in it. Go through front door to main room, turn to face steps. Go up right (west) steps then all the way up tower. A ghoul is Placeholder. The chance for the priest to appear seems to be really low. If you are camping for the priest it could be a very long wait.
05/01/2024 took me 23 ph kills so 5% is probably pretty close to the truth
