After entering the Plane of Sky, you can access the Efreeti Chamber with all of the quest givers and a banker.
First, find the Key Master near where you zoned in on island 1 and purchase an Efreeti's Key. It is free and looks like a Jade.
You only need to buy the key one time and it will be saved to your character.
After you have the key left click on the teleportation pad at the North point of the island, around 1600, 520.
There's an Efreeti quest NPC for each class. You can hail them and use the keyword for each test if you want to confirm your items before handing them in.
